I thought it was stated that conquered territories could no longer upgrade, am i wrong? I could have sworn that's what was said before, when he took out those first 8 villages. Or was it because they were villages, and not yet towns? Hmmm

So basically he doesn’t really need to care about those towns unless it threatens his military and business right? Even if there’s corruption, unless they don’t take it from him then he’ll just give them basic securities and countermeasures. Living off taxes sure is peaceful..
