Why not let them fight each other to death in the Med and just do a trip around South Africa instead? I doubt many of the African countries are Silver Hand controlled. Plus lots of trade opportunities.

To be used as a base the "island" would need atleast 10k m^2 which means it would need to be as big as 1k m^2 in real live. I found just 3 "island (groups)" near marroco which could be used. And all of them are in the North of Marroco. Then there would also be the canary islands, but spain should be there and it would be even more obvious what they were planning. This plan is hard to understand ~
