He has millions of surrendered troops, just use them as cannon folders...use words like filtering the weak and giving them an opportunity to show their loyalty to the empire n make contribution. That way he can avoid paying them the same amount he would have his regular troops and he can drown out Mongolia and Tibet easily. And who ever survive will be elite and be used. The army will get qualitatively better
