Hey , For your novels sake , I think the real king of the underworld is getting confusing as that term is being used for everyone . Legal side of things and execution are things , however the one with the executing power will be the ultimate decision maker and the one who deals with the legal things as well . It doesn’t sound practical to me atleast . And I had asked this before as well
