Victor had caught the rest of the Third Eye's spies in the base, but didn't have more information for him than Smith had. Since no one knew the Third Eye's face or name, he could've been anyone, just waiting for an opportunity to strike.
To make sure the Third Eye wouldn't be able to use his anonymity to ambush Eve personally, Victor had glued her to his side. That meant her working in his office and him working in hers, and of course, spending together the rest of the time. It was inconvenient to the extreme. Stifling. But he wouldn't hear a word of objection.
Not that Eve really wanted to object. She was afraid, terrified, even, and Victor was the only one with a chance to do something against the Third Eye if he surfaced. Even that was only an assumption, but it was better than nothing.
