You do know that SCP doesn't have a streamlined canon? It has multiple canons, the one you're talking about is only true for Tahoney's Proposal, it may not be true in other cases. Like, why are you assuming that the just because in one tale Adminnistrator existed, would it he exist in others? In fact, there are different types of administrator in some canons, and in some he doesn't even exist. Do you know in one canon the SCP foundation literally became something like a god as whole? But that's just one canon.

Not all anomalous entities/phenomena are SCP's. They are only SCP's when the foundation categorizes them as such.
