I think you are right for canon rehash but I can't do it like he will be champion always because after moving from one region to other he will leave his title . But I know you might not see like he go from zero but I will do something that mc will not be able to use his champion pokemons so it won't effect . But for him to remain champion it can happen in future as to become the best he had to atleast win more than 3 champions . Champion level trainer don't challenge newbie but why . To hunt a rabbit lion also use full force . In the anime too Cynthia battled Paul . So I don't think you were right there and to create his own elite 4 I don't think as he is not a king of region which needs elite 4 he will have like a strong harem as you can see all girls with him are strong .
