Oh I agree that they needed to die but she should have just killed them and then sent a message demanding to know what is going on. Just because they are one of the most powerful kingdoms around doesn’t mean that it’s a good idea to do that sort of thing to a human centric civilization, because this event could easily become a rallying cry to form a anti harpy federation between multiple kingdoms.

I don’t know if this is canon in this world but I remember reading about some obscure lore that a old one referred to as the One Who Watches survived the war in heaven and was hanging around the outermost sections of the galaxy. They died due to the psychic shockwaves caused by the Eye of Terror opening.
