As far as I know, kuzan was never lazy until Ohara, then he lost the 'fire of justice' or whatever after realizing that the marines were just the standing arny/enforcers of the world government and actually didn't stand for anything but protecting the current world order. Idk how you can possibly be deemed lazy as garps apprentice
