If he focused on the mind he probably wouldnt need that much. I dont know why these authors like to give their protagonists talents of the mind only for the protagonists to not want to focus mainly on that.

Underground is a bit inconvenient, but aboveground leaves you more vulnerable to EVERYTHING.

There were two types of shelters, above and below ground. In the game, each had its advantages and disadvantages. This, though, was the reality. If a person really lived underground, there would be lots of inconveniences.

Could it be that selling weapons was just a guise, and this man was actually taking the opportunity to find out more about the situation in their community? Like safety. Did you notice it was said her neighbours could smell someone cooking everyday? Whats going to happen in a situation where everyone else barely has food or none at all, but this one person has an abundance. I didnt catch if she was living in an apartment or a separate home, but either way, im sure theres ways to make sure people cant smell you cooking in your own home.

She was like a little squirrel who started to hoard food for the coming winter, filling her storage space with food day by day.

Okay… so not only does she have neighbors who can smell her cooking, she also made no modifications to her home… right. With those billions, even if she didnt get herself a doomsday shelter, she could have bought a home where people cant SMELL her food, and added things like solar panels and the like to make sure she did, in fact, have electricity. She could also fortify said home to make it safer to sleep in at night when people do, enventually, try to gain access to harm her and get her stuff. How is she supposed to cook using all those supplies, if her neighbors can smell it? Is she not afraid of them attacking her on masse? Like what?

She wanted to stock up as much ice as possible before the power outages started. According to the speed at which things were progressing, the world would descend into chaos soon, so she had to make hay while the sun still shone.
