The chapter was more of a filler. so any chance of it being Rushed honestly doesnt matre very much. in either case the chapter was good.
Even if it adds water. With its ground typing it’s still immune to electric.
Having a water type did let it have two fewer weaknesses - fire and water - but it also added two weaknesses, grass, and electric.
