Probably not. The male form of Boethiah was probably from the time when she skinned and devoured Trinimac. A costume so to speak after stripping him of his warrior aspect i guess. She's also sometimes referred to as the mother of Nerevar... I'd like to assume the dad was Shor again being a loverboy (which makes Red Mountain all the more fugged up).

China currently has that law. Also the Athor wrote it like the other major countries adopted a similar government model to China in setting. (which is funnily enough the government model of 1930s Germany just less militant and more business focused)

Under the policies of the new Allied Government, all land could be legally bought or sold. The tenure for each transaction was 100 years, and within these 100 years, the plot of land would belong to the buyer. Even the Allied Government would have no authority to interfere with whatever the land was being used for.
