I don't think that substitution jutsu would work against people from kaguya clan.Sasuke rinnegan pretty much ignores the chakra resistance that cover the body naturally without needing to overpower it like with substitution jutsu.Hence why is pretty good against powerfull oponents and pretty trash against people weaker than him.

I really like that you made tailed beast an actual threat and not a joke like canon, naruto basically beat shukaku with no training and summoning.
