Almost immediately, Daphne's dislike of Fleur deepened a few levels; she wanted to get up and separate the two but knew she couldn't do it. I think that it would be cool to send avatars or homunculus to guide humans to prosper, it would not be a direct interventation (due to the rule of no direct intervention) and could be like in secret locations around the world (teach magic, sorcery and gather mutants, possibly creating mutates/super soldiers).
