His system is not exact fallout 4 like the sole survivor. Its inspired by fallout 4 but a lot less game like system. I think this is what was causing issues earlier. Like he does not have rifleman, commando perks type stuff. Instead shooting is applicable to all guns and so on. Its a more general system which means raising skills in its categories will take a while.
