I don't know how long you've been gaming or the level of understanding you have about the game in general. "Meta" does not necessarily mean "the best" or "the most effective". The original meaning of the word is "above/outside" as in "above/outside normal game consideration" and has relation in its usage to "min/max". Min/max is probably the closest I can think off on how you describe of "the best" and "the most efficient". Basically to play "within meta" is to take into consideration the recent changes in updates and bugfixes in order to gain advantage within the game, or depend on usage and game, taking into account the most popular build and then create a build that uses that information. Anything that was done with using information that is outside of the "game world" (like using patches notes, player data, probability distribution, etc) is "playing with meta". As such, in a perfect game where everything is fine tuned to be "equal", the only data that would determine the meta would be players average data which include the most popular skill, class, place to farm etc etc and then to create a build specific to take advantage of it, i.e to min/max your character to the point that it's perfect against the most number of build. This means that the character that you make may not necessarily be the "best" or the "most efficient" but rather the most "perfect" against certain types of enemy/situation based on game data, which in this case, against the most number of potential opponents and situation. As an example if my aim is to ks and gank, the most perfect build would be one where I have the speed and ability to run, hide and denying the target from escaping, rather than focusing on defense, alpha or aoe. It is not the "best" in terms of being capable of carry your team but it is the most suited for a specific task/aim based on target players habits, class and ability. Now, there is also a thing called "playing against meta" and this means that once a particular build becomes popular, you create a build to counter it. This happens because once a meta has been formed (due to various circumstances which include patches, bugfixes, exploits, or just popular play styles), instead of playing "within meta", the advantage of playing against it becomes more profitable. Example being if archers class had its skills buffed so more players started to pick it compared to other classes. To play "against meta" would mean to choose a class that counter it, either one with more defense or speed to close in the gap. This eventually cause it becoming popular which lead to the meta being replaced, so you're once again playing "within meta" until the meta changes again based on the player base reaction to it or the next patch/bugfix/updates come out. Meta is not as simple as being "the best" as it's by nature is situational and ever changing based on the development of the game and how the player base reacts to it. If I were to use chess as a metaphor , the Queen would be the "best" piece but depending on the opening and continuation that your opponent uses, it might not be the "perfect" piece to use. In fact, Knight might actually be more useful than the Queen which is why sacrificing your Queen is a valid move and sometimes, the "best" move if it can weaken your opponent. To put it simply, meta is how you play while min/max is what you build. One is strategy while the other is your choice of weapon and tactics/ability.

Both him and the frog in the dream is himself. The frog is his own fear of the unknown while what he spoke to it is his true desire. Despite knowing there is dangers outside, it stay in the well instead of being stronger. Killing it doesn't necessarily mean actually killing it, but rather to kill that fear by showing the reality outside the well. Once the unknown become known, the fear is disappear and the frog will transform from "frog in a well" to "frog outside the well", in other word, the "frog in a well" is now dead.
