He's in luck because yj brainiac is largely benevolent or at least true neutral willing to negotiate for freedom of yourself and your city with no extra strings. You could partner with him to seed worlds with his cities, stating that them thriving will have a positive feedback loop of gaining increasing knowledge in the form of innovation and population growth.
