Welll the sages arts are a form of use of the 3 forms of life, they are diferents so the form that they use are made to be use for ther bodies, those that pros and cons.

Mm i think that, that madara got to the six path lvl with the fundation of ten tails, his integration of the five natures and yin -yang was not complete perfect, it didn't have the chakra quality and quantity to get to Kekkei Mōra like kaguya, madara can use the sage arts, but is fundamantaly diferent to the biological upper level of life that a Ōtsutsuki like kaguya evolve, a super pure and supercondensed chakra life form of a perfect balance and fusion of the five elements, yin and yang.
