not sure if anybody else got this reference but this comes from saitama and genos's scene where genos talks for too long and saitama tells him to come to his point in 20 words or less.

I think the points on how time perception of a dragon is much different make a lot of sense, but there is also something else to consider. This is a dragon that despises humans and is also in realization of how utterly weak he is. Instead of using the system to his advantage in every way possible, he just waited 10 years doing almost nothing. He already knew that the system allowed him to become stronger, yet did not use it for 10 YEARS. Knowing that he himself was in danger of death and his father was sick with an unknown plague, he simply hung around doing nothing. It doesn't make any sense unless the dragon is completely idiotic. I feel like our MC goes between having average IQ and 0 IQ as if he has a bipolar intelligence disorder.

Angry at myself because for the last fifteen years I had made close to no progress figuring out how to unlock my abilities. I had thought my father would be fine and one day when I had regained my dragon abilities I could use them to heal him, and now my heart feels as if it has been torn in two, for my mother has had to bear all the burden.

If these entities are thousands of light years away, similarly they would only see this thousands of years later.
