would make sense in MHA there are heroes and villains that can peer into the future or the past at any time, they can even pinpoint it to a specific person so 300m to basically rewrite a section of the universe twice over... seems fair to me.

at a guess, it's probably because strength is so much easier to train compared to the others. pushups, situps, cardio, jump rope, weights the list is huge and all of it will increase your strength and stamina, while dexterity is harder it requires very precise and minute movements or long flowing graceful movements like tai chi, agility is more like free running and climbing... which would also rapidly increase strength. as for charisma... he's just got that Rizz?
