I did say before that the serum that was used on him was an improved version that the Doctor made, but I might not have explained it well enough. What I was trying to say when I said that before was that the Doctor made a better serum after seeing the results of his first one that was a little more stable, but not perfect. With this new serum, whoever took it would be more balanced, but with way better results than the original, if you get what I mean. This way, Captain America, in my story, won't become a stepping stone that is easily beaten by any new villain that comes out and irrelevant too quickly. As for the MC, although he may be weaker than Captain America at the moment, with training and more experience, he will grow stronger and surpass him in the future. in other words, it's not exactly weak-to-strong but strong-to-stronger.

Now, Steve Rogers as I previously said, is a Super Soldier who possesses exceptional physical abilities such as incredible strength, speed, stamina, and reflexes. Based on the sparring matches that I have had with him, I can confidently say that he can lift weights of up to 15 tons, which is only slightly stronger than me. Additionally, he can run at a speed of 96 Kph or 60 Mph, which again is only slightly faster than me, as observed during his morning runs.

there will be but first he will go through a few things in the war before meeting his first love interest. Also, I'm still not sure if it should be a single person that will be with him for most of the story or if he should have a small Harem that will have him meeting people spread out though out his life until modern day.

The Galactic Republic came down on them pretty hard, but still, they decided to go and start another war with the Nova Empire after digesting all of the Skrulls land, erasing their nation completely.

You must have only seen the movies then because you do not know a lot about Star Wars. Well, even I don't know a lot about Star Wars, at least not as much as most people who are true fans of it do, but what I do know is that the most powerful of masters from both the dark and light sides could bend reality to their whim and live for thousands of years if they had not died at the hand of some other force wielder.

I mean, they could have been innocent in the beginning, but later became more self-centered with the small number of their people that were left after the war, thus becoming more evil, thinking that it was the most likely way to grow back into power and regain safety.
