i think early in the pokemon anime it was said if a pokemon doesn't use certian moves it will forget them overtime. so maybe he meant that wont happen.

no there was some badic magic anyone could perform if they had magic energy. I think in ep 1 of black clover one of the young orphans performed a bit of fire magic without a grimore.
