It's rather that different cultures calculate pregnancy differently. In fact, "typical" Western pregnancies are calculated using the last known period as the start of the pregnancy. This is ridiculous if you know anything about the typical human conception process, seeing as it takes about two weeks to ovulate post-period and conception cannot occur without an egg. Anyways, Western pregnancies are "actually" 9 1/2 months long, once you calculate the extra two weeks that counting from the last period gives you. Chinese pregnancies are considered 10 months long.

You ovulate before you get your period. Your period comes because you're not pregnant and your body needs to shed the uterine lining it created for the pregnancy that didn't happen-- and pregnancy cannot happen without ovulation. It's not "rare" to ovulate before your period, it's all but required.
