the way I see it the gunners could contend with the NCR for a time before the bureaucracy of the NCR gets there war machine turning then the gunners are screwed

They could easily drown the Brotherhood with their numbers or even go toe to toe with the NCR.

He also needs to give it a neuro link that is more advanced than the ones used in Pacific Rim. He need one that doesn't backfire on him and cause too much damage in case of heavy injuries. Sensor technology would also need to be implemented properly all around it's body as it would be crucial in control yet also count as a backup if neuro link fails.
