Yes, this was how it sould of have started. I think that in reality, Deku only lacked the confidence to actually man up, as he had no assurance, no power, no one telling he could be a hero because he was quirkless. In the cannon story, Deku quickly develops into a person who can break his bones, get injured willingly, because he obtained a power to give him confidence.
