It's a very commendable attitude for you to make your material available for free. I'm giving it 5 stars for this gesture. I haven't read it yet, but the premise is interesting. I'll provide a proper review later.

Author, you are doing well so far in balancing the power of the character, I admire your ability, as few authors can achieve this, especially in Naruto. The Tenseigan already puts the protagonist at the top of the current ninja world, it is questionable whether Pain is stronger or not, but I believe Pain is. Despite being strong, Pain still has to walk in the "shadows" of the ninja world, which shows that despite his peak strength, he cannot fight the entire ninja world alone. Making this parallel between Pain and the protagonist, I believe that despite the MC being powerful, he cannot simply fight the entire ninja world alone like Madara, for example, which is good because it maintains a balance of power that allows for exploring the narrative without losing the "sense of danger". The "sense of danger" is high and cannot be discarded, very few works can function without it, off the top of my head, I only remember OPM and Overlord, but in Naruto, for example, the power of the villains is always escalating to maintain the "sense of danger" because this danger is of great importance to keep the reader engaged in the narrative. Returning to the power of the protagonist, it is at the peak of the ninja world, but we still have a "sense of danger". The current strength of the protagonist is sufficient at this point in the story, as there will only be a "power escalation" of the characters later on, I will comment on this later on at the moment when it happens, but now I will talk about how you can "prepare" ways to strengthen the protagonist later on and also ways to make the story interesting in the meantime. There is a technique called "chimera" which is a kinjutsu that was developed by Hiruko, a nukenin from the Village Hidden in the Leaves, basically it "steals" kekkei genkais and integrates them into the user, it has a limitation, but you can use creative freedom to make the protagonist improve the technique, and a route that would bring the protagonist closer to Kaguya, as she is the progenitor of all kekkei genkais. Another possibility is the project of the "Zero Tails", an artificial bijuu, in which you can improve it, for example: you can make the Zero Tails a kind of "Gedo Statue", where you would use it as a container to integrate the other 9 bijuus, of course, I know that narratively speaking, it is better for the protagonist not to take any bijuu, but nothing prevents the protagonist from taking "parts" of each of the bijuus and cultivating the cells, integrating them into the Zero Tails, creating a kind of artificial Juubi, remembering that in the anime, they did this by taking a part of the Kyuubi's chakra and a part of the Gyuuki's chakra, therefore, in "theory" it is possible. So, how would the protagonist get a part of each Bijuu? By joining Akatsuki. Going back to when it is best to strengthen the protagonist again, I advise during the Fourth Great Ninja War, specifically when Naruto gains the Kyuubi mode, as it is also at that moment that Obito has the Rinnegan + the bijuus, in addition to later having Sasuke with the Eternal Mangekyo, as well as Madara Edo-Tensei.

I know that both Kakashi, Itachi and Minato became jounins very young. But they are considered at that level compared to those "jounin extras"., Maito Gai is a far superior jounin. So I think the progression of power is a little fast, which can end up making the fights in the chunin exam uninteresting, of course I expected him to be much stronger than others of the same age, and I think he would beat all of the current generation, but there had to be a "fight", you know? the impression I get from him equaling Maito Gai with 4 open gates, and that he would simply humiliate anyone in the chunin exam, which I don't find attractive narratively speaking. I don't think there is a need to make him so strongest, since when he awakens tenseigan it will already automatically leave him in the upper echelons of power in naruto. Another point that I think is important, is that I would rule out the use of ninjutsu (minus those from the hyuuga family) and genjutsu. I've seen some fanfics where mc is a hyuuga, it's very mischaracterizing when mc abandons the hyuuga fighting style to use a uchiha style of only using elemental jutsus. Let's remember that most ninjutsus don't affect on otsutsukis, only Taijutsu and Senjutsu work (mandatory for him to learn), I think the snake summoning suits him, but it's up to your choice. But good job so far, I look forward to the next chapters.
