In the end, with cuts all over his body, Midoriya managed to dodge a final last attack from Tokage, which left her body exposed after consecutive uses of her quirk, causing her to be knocked out of the arena with a kick from Midoriya. (Although he did hesitate at first since she was a girl… simp)

That's because they aren't accepting his stories at face value. Like a regular employer, they'll hear what Ben has to say for himself and go from there, as crazy as they may sound out of context. Since Ben said that his encounters took place more than 5 years ago, there's not much for them to go on in terms of their verification methods.
