The problem, those methode only aplicable for mini satelite, such as observation reaserch satelite, basic GPS and communication, spy satelite, or other mini satelite. To send full packet milspec satelite that capable to support real network centric and strategic purpose, turn out konvensional methode still needed. Even if this satelite categorize as low orbit satelite in altitude 600 km. Even for countries with the technology and knowlegde, it will need two years preparation if they want launched full packet millspec satelite from scrap. While maping and basic network centric using P-8 Poseidon will be cheaper option than launching basic/mini satelite. Of course because my knowledge is from few years back (2011 if i remember correctly), there is a high prob. that those knowledge was already out of date. So, please correct me if I wrong.
