Well, you are right, but the Ice element was something he learned just like he is learning the Electric one. And when he was 15-16yrs old, he never had learned Ice element in his previous life and so he doesn't have it yet ;)

Yes he never read this book because he was not a mage and gave up of being a mage until he met her (Naomi). And then for next 3-4 yrs, She mentored him and then he became a mage.
