The world towers theory is just a fan theory, not part of the lore. The brass tower referring to the Numidium, the white gold tower, and High Hrothgar were all used as metaphors in the prophecy, but there was nothing mentioned about them being the foundation and support of the existence of Nirn. It's just a huge headache.

What if instead of understanding the language, just study how those runes complement and connect with each other? Reyvin if focused enough, can replicate the results using common runic language and make interesting artifacts. Besides, there are a lot of dead languages that contain powerful magic like falmeric, ayleid, dovahzul, and even the daedric alphabet. So it will only be extremely difficult for him and not impossible. He can become the next Kagrenac but with less ego.

Looking over the runes I get the distinct impression that their meaning is not meant to be known to mortals. I could push with my clairvoyance and my third eye would likely give me a vague impression of what could be achieved with each rune but I was sure that would be incredibly exhausting and left that for when I had time to burn. Besides, I would need to experiment over and over again if I wanted to catalog an entire runic language.
