Temporal Plain outlands and reality.
The Temporal plane is the plane at which time exists and why it only moves forwards the Necronomicon can allow him to change that go back in time or freeze it within a set area Probably the entire Floor if not the tower. Or just changing it so his time perception is different than others giving him foresight pretty much.
Outlands The home of eldritch entities he will not only summon skeletons Undead are quite heavily relative to eldritch so he can summon and revive things just not in the same sense as we think usually he will just extract information from corpse giving him the edge lord vibe even though he's just thinking logical No he will not be genocidal like you may think. The Outland drive all who view it insane usually, however, Shinshu sensitive beings will be able to resist this to an extent and administrators will not be effective as the giant body they use will be merely an extension of the floor core as such they are not able to be driven insane though killable easily by the thing within the book yes.

Fate nobody and nothing can see his fate at all he is not bound to a set fate whatsoever though they can see the path people around him can take well looking at him to figure out what relative path he will take they can not discern it. Infinity the type of infinity he got was imaginative as in the infinity is whatever energy source is used in the world/galaxy he is in he is unaffected by mental statuses such as illusion and any other form of active cognitive effects and he can translate and understand the story of everything if he looks at them long enough so translating language not that difficult speaking it another story entirely. He can also give it to other people though it is only a substantial Buff for Most there are exceptions that get the full prowess of the mark that is about it.

Such as Cuthulu The king in yellow Nyarlathotep the gate Yog-Sothoth and many more abominations he can summon tentacles and such from this book and define things hence why he has time controlling properties.
