Anyone should be able to learn it as long as they have a good teacher or access to proper resources. The same thing applies to the Rasengan. The reason it's considered so incredible isn't because it's some impossibly difficult technique, it's because the barrier to entry is entirely based on access to information. Unless Jiraiya or Kakashi personally teach you the training method, 99.999% of ninjas in the world will never even get the opportunity to attempt it, since they obviously aren't going around teaching one of Konoha's signature techniques to random outsiders. Otherwise, why do transmigrators in fanfics learn it five chapters after waking up in the Naruto world? Because once you know the method, it's actually extremely accessible. The training process is safe, doesn't require a bloodline, doesn't need special genetics, and mastering it one-handed even pushes your chakra control to absurd levels. Honestly, the real reason jutsu always seem so rare and difficult to learn isn't because they're inherently that hard. It's because the villages and clans completely monopolize information and prevent anyone from learning anything unless they're lucky enough to be born into an important family or have a kind teacher willing to share their knowledge. And this isn't even speculation, it's how the Naruto world has always worked. Every village treats jutsu like military assets, clans hoard their secret techniques, and entire generations of ninjas grow up without access to knowledge that could drastically improve their abilities. The biggest bottleneck in Naruto isn't talent, it's information. In the end, if jutsu and chakra manipulation weren't so tightly controlled by the ninja villages, there would probably be millions of chakra users, and the evolution of all kinds of techniques would accelerate almost infinitely. The Naruto world would essentially undergo the equivalent of an industrial revolution, except for chakra instead of technology. Even things like the Flying Thunder God would eventually become semi-common. Not because the technique would suddenly become easy overnight, but because millions of people researching, optimizing and simplifying it over multiple generations would inevitably lower the barrier of entry as much as possible. If you're interested, there's actually a fanfic that explores something similar called "Naruto: From Konoha to One Piece (and Beyond)" where the MC conquers the Naruto world and then makes chakra available to all of humanity. The amount of advancement that follows is absurd. The average civilian is Genin level, there are millions of Jōnin level fighter, and even Kage and Super Kage level fighters become something you can casually find by the roadside. Even a Sasuke who time traveled from the canon Boruto timeline said that if he and Naruto tried attacking this world, they would get beaten to death within minutes, because that's literally what happened to Otsutsuki Urashiki (a Boruto character who can time travel) when he arrived in that world. He barely managed to speak before hundreds of Sage mode user ganged up on him and beat him to death. Techniques that used to be considered legendary, like Sage Mode, Flying Thunder God, the Eight Gates, Lightning Chakra Mode, and elemental kekkei genkai, are basically treated as foundational skills anyone with even a little bit of talent can learn, simply because millions of people's worth of optimization have lowered their barrier of entry as much as physically possible.
