That can be a separate arm group part of the policing force the “highway patrol” group that makes rounds within the roads. You can also construct relay stations.(messenger stations) They had them back in the day. Those stations would then become outpost. (Small military installations) More important areas would become military fortress or forts so protect key inroads and places of strategic importance. Historically speaking. Usually merchants would pay a toll tax. You can make the merchants that belong to the merchant guild free from paying that tax to incentivize them to be under your umbrella. Giving Robert more control. Plus a greater defense within the lands. Not just one city. But main problem I believe in the timeframe of ASOIAF (a song of ice and fire/ game of thrones) is that they don’t have a standing army. The standing armies are just people being drafted ever so often.
