This is simple, Zombie = Mutation. Humans who have survived means that they are resistant to the mutation, so you can use this idea as the levelling system. Although of course, zombies can also mutate further. The reason why zombies eat humans is because the humans who have survived the mutation have built up resistance to it, zombies instinctively understand this and in a way, they just want for their minds to return. Which is why stronger zombies who have evolved will have intelligence. We could make a story out of this!
