So, Henry needs to have everything under control and he can't raise generals and leaders away from his watch. He wants to control the knowledge and the people.

Even in a nation-state there is a necessity for hierarchy. Stahl is going towards a society based and founded on the king's image, with the army only under the king's hands.

And, to dominate another kingdom, there is a must to destroy their representatives and symbols. All kingdoms and even nations nowadays are formed by symbolisms, take France for example, it's all those symbolism that generates patriotism. If you torn out those symbols, you can easily dominate them, incorporating your own symbols into that society.

So, I am going with a structure that is closely resembling the Empires of Earth, where the nobility is extinguished and the power is centered around the king. It's a hierarchy that gives all decision to the army and to the king, who is the chief of the army. In a noble system, the nobles can easily revolt and take the lands, and Henry understand that.
