I'm not sure what Doctor Who episode you're talking about (I only watched "New Who" and it was a long time ago), but it might've been unconsciously on my mind since I like the series quite a lot. While she doesn't need the mana, increasing int should make her magic attacks more powerful, so her build is based on that, the ability to not only spam attacks, but spam extremely powerful ones, and to focus on physical attributes would be a bit of a waste for her. Elizabeth will have her chance to shine soon though.
