A dark magic creature could be the antagonist. For example, a Boggart that has somehow gained more power than it should have. It targets Draco because it senses his fear and insecurities. It could be Draco Malfoy. Maybe he somehow manages to use a new spell or a dark object to turn Harry into a ferret out of spite. He might then try to keep Harry in that form to humiliate him in front of the whole school.
It could be a jealous student who wants to undermine Hermione's intelligence. They might have cast the spell to turn her into a baby thinking it would be a great way to get her out of the way. This student could be someone who is always overshadowed by Hermione in class and exams.
The main antagonist could actually be Anakin's own self - doubt. Since he's in a child's body but has an adult's memories, he might struggle with feelings of inadequacy.
