This is because, the wind picks up the water, (and numerous life forms,). The saturated wind, creates a humidity, that duplicates everything and everyone it touches. On top of everything else, Stephanie becomes the Queen of this place, that she doesn't understand. She has to solve everyone's problems. Her adventures can suddenly stop.
