Chapter 21: Fuck The World Government !!
In some random street a tall and slim yet muscular man with arched eyebrows and a close-shaved goatee. He has black hair that is tied in a ponytail. He has a white pigeon sitting on his right shoulder.
The man wears brown trousers with caramel suspenders over a white tank-top and shoes with black toe-caps.
Most people know him as Lucci who works at Galley-La company as a shipwright but no one knew he is a secret agent and a ruthless killing machine since he was a kid.
He just left his apartment and he's walking towards Galley-La company where he spends most of his day there but he noticed a sound of a glass breaking in a nearby alleyway so he went towards it.
After a while Rob lucci arrived at the place where the sound came from and he's now sitting on top of some building looking down on a person wearing white robe and a black mask, the figure didn't notice Rob lucci or what Lucci thought happened.
Lucci noticed the figure was panting as he was running for miles and full of sweat and the person under the white robe said :
"*Huf*..... *Huf*.... fu... fuck those Cipher pol agents they're so persistent I swear I'll kill them next time."
After hearing what this person said Rob Lucci didn't react and he won't considering doing so since he never got orders to deal with him and it's not his fault but this is the situation before the white robe man said the thing which makes him Lucci's enemy for eternity.
The white man said :" FUCK THE WOLRD GOVERNMENT!!, I SWEAR I'LL DESTROY IT IN THE FUTURE AND TOTURE THOSE Celestial CELESTIAL DRAGONS FOR EVER UNTIL THEY BECOME MY SLAVES ! Hahahahahahah... JUST WAIT WORLD GOVERNMENT I'M COMING FOR YOU!!"
"THE WORLD NOBLES? THE MARINES ? THE CIPHER POL? I'LL TRAMPLE ON THEM ONE DAY !!"
This is what the figure said and thankfully Rob Lucci somehow managed to clam himself down and kept glaring at him with burning eyes.
After a while the white robe man finally left the alleyway and headed towards the outskirts of Water seven where most pirate ship dock and of course Rob Lucci on his tail waiting for the right moment to kill him.
'You have finally arrived at your ship scum, I'll kill your crew in front of you and burn you alive!.' This is Rob Lucci's thought while tailing the white robe man.
The white robe man had finally reached his ship which is the same place the Strawhats docked their old ship.
The white robe man made a 180 degree turn and faced Rob Lucci direction who is hiding behind a rock and said :
"Who ever is hiding over there get out ! Or I will make you do by myself !"
Rob lucci didn't even flinch and didn't move a muscle due to his training and thought The white robe man was bluffing because he was never caught during one of his assassination mission not even once.
"It seems like I need to make you reveal yourself"
As soon as the figure said that he kicked the ground and he's going towards Rob Lucci at astonishing speed .
The white robe man smash the rock which served as Rob lucci cover with his bare hands! And Rob lucci was revealed!!
The two men returned to the ground and faced each other
"How did you find me?"
The white robe man said "Because you suck, also call me Quer"
After saying that Quer kicked the ground again and dashed towards Lucci and Lucci did the same towards Quer.
Their fists clashed in the middle and Lucci was push back.
"What? What just happened? I was push back??! I?????" Rob lucci thought while getting up and going towards Quer
Quer also dashed towards Lucci, when Quer was in the reach of Lucci he delivered a punch towards Quer's face and to his surprise Quer actually caught it and punch him in the face.
After punching Lucci in the face Quer let go of Lucci's hand and kicked him to where he was a moment ago.
'I thought it was a lucky shot but he actually managed to push me twice and hurt me without getting any damage, it seems he's actually stronger than me in my base form!' thought Lucci.
After getting up Lucci stared at Quer and began analyzing him and thinking of strategy without resorting to his full strength.
'This guy must be dealt with otherwise my cover will be blown and all the work I've down until now will become useless, It looks like I'll never defeat him with pure physical strength so I think I need to use the Rokushiki(Six Styles) after all !' As soon as he ended his thoughts he kicked the ground four times at a astonishing speed so he activated one of the most important techniques of the Six styles.
[Soru]
As soon as Luci said that he appeared in front of Quer and formed a fist without his index finger and pushed it with a very fast speed towards Quer's heart
[Shigan(Finger pistol) !]
Before Lucci's finger could reach Quer the latter raised his arms to from a sort of protection against the attack.
Lucci thought it was stupid because his finger has the power of a pistol ! But as soon as the finger touched Quer's arms he felt like he hit a wall made of iron and his index finger went numb for a few seconds.
Before Lucci could get away Quer grabbed his arm tightly and of course Lucci tried to resist it but when he saw a fist coming towards his chest he used another skills of the Rokushiki(Six Styles)
[Tekkai !]
Even with the use of Tekkai the hit the was delivered to chest was hurting him and he was sent back a few meters away
"Impossible!! What have you done !!" Said Lucci
"I simply hit you in the chest what are you talking about?"
"Impossible!! This can't be true ! When I used Tekkai It should make my muscles hard as iron !" Said Lucci while spitting blood.
"Well I'm quite proud of my body so no hard feelings okay?"
"Tch.... I'm impressed you managed to push me this far alone, I'll give you that much." said Lucci as jumped high in the air and said : " your death won't be a merciful one so look forward to it!" When he ended his talk he kicked the air while in mid air and got even higher!
[Geppo(Moonwalk)] Lucci shouted .
After stabilizing himself in the air and moved his right leg in a swift and very fast manner.
[Rankyaku(Tempest Kick)] Lucci shouted and as soon as he said that a large flying projectile was coming out of Lucci's leg and moving in a very fast speed towards Quer's head.
Quer managed to move a little in order to avoid death but the attack still connected and Quer was bleeding from his chest.
Quer fell on his knees but before he could treat his injuries he heard Lucci shouting his next move.
[Kamisori]
Lucci was using Soru and Geppo at the same time so Kamisori was achieved.
Quer saw Lucci coming towards him and he instantly started running towards his ship.
Lucci saw through his intentions so he landed on the ground and used [Soru] to get instantly behind Quer and intendant to use [ Shigan] to pierce through Quer's body but before his [Shigan] could connect Quer already avoided it by lower his body and delivering a kick towards Lucci's stomach.
Lucci was sent a few meters back and Quer successfully reached the ship, Lucci kissed his teeth and Used [Soru] to reach the ship but he didn't find Quer anywhere on the surface of the ship so he closed his eyes and began listening for noises but there's nothing can be heard !.
Lucci only heard his heartbeat and waves of the sea smashing the shore the ship sounded like it was abandoned for days ! However Lucci didn't give up and went to one of the rooms on the surface which was the kitchen but couldn't find anyone and continued to search around on the surface of the shop but no one was found so Lucci decided to go inside the ship and look for clues.
Lucci opened the door that leads to the inside and his guard is up the moment he entered the ship, Lucci couldn't find anyone on the hallways so he opened a door and another and another but no one was found.
'TCH... WHERE DID HE DISAPPEAR TO?! I'M SURE HE DIDN'T PASS ME WHEN I SEARCHED AROUND SO WHERE COULD HE BE?!' This is Lucci's thoughts before open opening the door leading to the last room That Lucci didn't check and he saw a scene that shocked him.
When he opened the door he saw a pool of blood on the floor and multiple bodies on the floor motionless and he noticed the body of a guy that he was fighting five minutes ago laying on the ground while bleeding from his chest.
At first Lucci thought it was a trap but contrary to this thoughts the ship was completely lifeless apart from himself and after five minutes of preparing to counter any surprise attacks he decided to inspect the body of the person who he was fighting not a long ago.
Lucci transformed to his Hybrid form just in case and approached Quer's body.
With each step he takes his guard is up at all times and he felt relieved when he finally reached Quer's body without any attempts to harm him in any way, he bend down and removed the robe and the mask from Quer.
Lucci saw something that confused him. Quer had bruises on both hands and after inspecting it carefully his hands had some broken bones, then he saw where his [Rankyaku(Tempest Kick)] which was on Quer's chest not too far from his heart.
'If my analysis is correct he should have hurt his hands from the first time we clashed but why didn't he react to it? Was he under some sort drug?'
Lucci couldn't continue his thoughts because he noticed what Quer has done before taking his last breath.
Lucci and the body of Quer were in the Cargo hold and there was a bomb in the middle with numerous gunpowder and flammables around it.
'This Guy ! He actually led me to his ship in order to trap me and kill me! But That's not going to happen!'
Lucci who was still in his Hybrid from used [Rankyaku(Tempest Kick)] which was stronger that the one he used against Quer and opened a a hole in the ship.
Then he used [Geppo(Moonwalk)] in order to escape at the last second to escape the exploding ship.
'*Huff*....*Huff*...That asshole was actually close to killing me' after thinking of that Lucci reverted to his normal body and moved with an astonishing speed through the city towards his apartment in order to change his clothes.
Nearby the area that Quer and Lucci fought you can see a figure wearing a black mask and a white robe !.
———-Five days ago———
Kyrin originally had four objectives that he needs to do in Water seven which is firstly getting a ship,secondly purchasing a scabbard for Zangetsu, thirdly visit the Underworld to change his name and last but not least copying one of the Rokushiki(Six Styles) moves by using his Sharingan on one of the CP9 members.
Kyrin wanted to copy [Geppo] nothing more and nothing less so he wanted to force Rob Lucci who has the most experience and mastery over the Rokushiki amongst the CP9 members to use it infront of him so he can copy it.
The Rokushiki is just a set of martial arts moves or skills so he doesn't need to refine it and edit it like what he needs to do to Rayleigh's Sword style.
The first objective is already completed due to him aiding Stowe company, as for the second and third goals it's not a problem but the fourth objective it the hardest one and the most dangerous one and If Rob Lucci knew how Kyrin looked like he needs to be dealt with.
Since Kyrin doesn't want to bring attention to himself at this stage he finally formed a strategy.
Kyrin strategy or approach was simple and efficient, he wanted to catch a pirate that has a similar body to him and knock him out then he would buy two white robes and two black masks then he'll wear one and put the other set on the pirate he catches.
Three days later a group of pirates finally arrived at Water seven and their captain was the original Quer, unfortunately for them had a similar body structure to Kyrin plus he's a wanted man worths 80 million Beris so Kyrin ambushed the pirate crew and killed them all apart from their captain who was knocked out.
After placing all the bodies of the crew members in a hiding spot he returned to the town and entered the black market to purchase gunpowder and flammables and a bomb so when his operation is finished nothing will lead to him.
Then he stalked Rob Lucci for two days and knew where his apartment is and what's his schedule.
Even though Rob Lucci is a talented assassin he couldn't figure out that someone is following him but how could he figure that out when the stalker is a better assassin than him and Rob Lucci didn't learn Haki yet and he couldn't rely on his sense of smell because he can't transform to his hybrid form or beast form in front of people without blowing his cover.
When the time for the operation to start he noticed Lucci left his apartment so he broke a glass loudly and hoped that Lucci will come to check it out and fortunately for him he did as he wanted.
Then Kyrin proceeded to swear to bring down the World Government so Lucci will bite the bait and follow him to the outskirts of Water seven so he'll be able to go all out.
After getting close to the ship Kyrin activated Armament Haki on his arms so Lucci he'll force Lucci to use [Geppo] somehow.
After feeling desperate Lucci finally used the Rokushiki techniques and even though Kyrin goal was [Geppo] he wouldn't mind getting what Lucci used.
After achieving his goal and copying some of Romushiki techniques he made eye contact with Lucci and placed him in a Genjutsu so when Lucci attacks him it'll appear Lucci that his attack was successful.
Then Kyrin ran to the ship and entered the Cargo hold where the original Quer is unconscious and he proceeded to attack his body in the same exact manner Lucci did to him and of course Quer woke up but the moment he did he got knocked out again by Kyrin.
The moment Rob Lucci entered the the first room in the inside of the ship Kyrin activated his [Eternal Mangekyō Sharingan] and used [Kamui] to phase through the ship and run away unnoticed by Rob Lucci.
With that operation Rokushiki Heist is successful.

Skills explanation for who doesn't know about it :
[Rokushiki] : is a special, superhuman martial techniques . It was first introduced being used by the CP9 agents. According to Lucci, those who mastered the Rokushiki will have the strength of a hundred men.
The [Rokushiki] consists of six different techniques([Geppo], [Soru], [ Shigan], [Tekkai],[Rankyaku] and [Kami-e] )and a secret seventh technique(Rokuogan)which is available for only who mastered the six.
[Geppo(Moonwalk)] :The Geppo allows the users to actually jump off the air itself, allowing them to stay in the air for much longer than usual. CP9 members can use this technique to cross great distances without ever touching the ground, or set themselves up for swift, aerial attacks.
Rob Lucci showed a variant of Geppo, where he combines it with Soru to create the three-dimensional movement Kamisori.
[Soru]: The Soru allows the users to move at extremely high speeds in order to avoid attacks, as well as to attack at higher speeds and with greater power. It was revealed that the principle of this move was to kick off the ground at least ten times in the blink of an eye.
[Kamisori]: Used by Lucci. A combination of Geppo and Soru, where Lucci uses Soru in a zigzag motion in midair, allowing extremely fast movements in three dimensions.
[Shigan] : The Shigan is a close-quarter combat technique, in which the user pushes their finger into a certain target at a very high speed, leaving a wound similar to a bullet wound.
[Tekkai(Iron body)] : The Tekkai hardens the users' muscles to the level of iron, in order to nullify damage taken from attacks.However, it can be broken by strong enough forces. When Tekkai is active, the user is unable to move.
[Rankyaku(Tempest Kick)]: The Rankyaku is a powerful projectile technique, in which the users start by kicking at very high speeds and strength, sending out a sharp compressed air blade that can slice objects and greatly damage a human body.
[Kami-e(Paper art): it's the only Rokushiki that Rob Lucci didn't use against Kryin. The Kami-e makes the users' body extraordinarily flexible in order to avoid any attacks, float, and bending their body like a piece of paper. If the opponent is using Observation Haki the technique will become useless since he'll know how the user will evade the attacks.
[Rokuogan(Six King gun)]: is the secret and ultimate attack of the Rokushiki style. Rob Lucci states that only those who have absolute mastery of the other six skills can have access to this seventh skill. Even though it's powerful move it has some side affects that's why Kyrin didn't want it.
