Chapter 17: Alliance.
"So, Kai. I see you have finally decided to come here." Tomura said as he took a sip of his tea.
"Yes. After your pestering of course I had to come,' Kai Chisaki, the leader of Shie Hassaikai, begrudgingly said, 'but thanks for clearing the area. We can now supply Trigger to the market."
Both of the men were sitting in the office room of the Bar.
Tomura had his trusty subordinate beside him, Kurogiri, as well as Twice. They were instructed to react to any signs of transgressions and take care of the situation quickly. Kurogiri would take care of defense and Twice will overwhelm with numbers.
But Overhaul had his subordinates with him as well. Chrono and Mimic. Chrono had the ability to slow down the movement of anybody. All he has to do is hit them with one of his hair, namely the short hand or long hand. If one is hit with the short hand, their movements are slowed for an hour, if the long hand, a minute only.
Mimic had the ability to transfer his consciousness into any inanimate object. Then, he can manipulate it to his will though it does deal a great amount of stress.
"Trigger? Do tell." Tomura urged him to tell more.
"Since we are partners now, I guess we can tell you. Trigger enhances the abilities of the user's quirk. They'd be more potent, and more powerful." He explained the drug he planned to distribute to increase the Yakuza's name.
Tomura' eyes widened. He was thinking of the tremendous amount of benefits it could bring to the table. Trigger could potentially bring about his end goal, the eradication of heroes once and for all.
"Really?' but he wanted to know more. 'Is that all it does?"
Tomura crossed his legs in an attempt to look disinterested. Angered, Kai slammed the table.
This sudden movement made both sides of the subordinates to be on edge. Their hands were by the waist and their knees bent, ready to pounce at a moment's notice.
"Relax gentlemen, no need to fight." Tomura shrugged off the heightened tension.
"Yes, no need. Apologies,' Kai admitted his fault, 'but what do you mean by 'is that all?'"
"I just wanted to know more. That's all."
Kai then proceeded to tell more of his plan for the Yakuza. In the end, both leaders agreed to a collaboration of their two organizations. They shook hands and Kai left the building with his masked subordinates.
"Boss, is this collaboration really going to work?" Kurogiri asked his boss.
"In the long run? No. We both are power hungry men, and this is only short term. Being partners for a long term will only bring about massive downsides, unless one of bows down to the other, and none of us will."
"This partnership will only last until the collapse of the heroes."

"How well do you think you did for the practicals Iida?"
Class 1-A had just finished their finals, both written and practicals. True to Aizawa's words, the practicals were incredibly difficult. The students had a hard time keeping up with pro heroes who were giving their very best.
Yet, because of the increased intensity in training, most students had managed to keep up with their teachers, the only ones failing being Kyoka Jiro, Koji Koda, Minoru Mineta, and Denki Kaminari. As a result, they had to attend the remedial lessons to keep up with the rest.
"I passed, but I felt like could have done better!"
"Well at least you passed…"
The atmosphere was no longer gloomy. All Might had returned as a teacher, seemingly bringing along with him the much needed bright positivity.
This in turn made everyone feel at ease for a while. The surge in villains didn't seem to bother them as the return of All Might scared the weaker criminals and made the stronger ones think twice before acting.
The mandatory retest conducted by the association also weeded out the redundant heroes. This cut down the number of heroes into half. This might seem as a bane, but the riddance of useless heroes actually made the useful ones more present in apprehending villains.
This paired with the return of All Might brought the public much needed reassurance after the past few months of uncertainty that saw the opinion of heroes dwindle.
Though this progression did not faze the League and the Shie Hassaikai. Their partnership was not public yet but will be in a few more months when they invade the forest training camp.

Rui was walking down the street. But he was walking with no fear of being spotted. He was wearing a full face mask.
It didn't bother the residents because accessories like that were common due to people being ashamed of their hideous mutations, or it being necessary to use their quirk safely.
He walked down the market picking up fruits and other food items to bring back home. Spongebob was having its premiere of its new movie and he was going to watch it with Toga who was also a big fan of Spongebob, the one thing they agreed on.
He went to the simple stall located near an alleyway. The old lady manning the stall was beckoning at him to come over and buy her items and who was Rui to refuse? Actually, he could've, he was a mass murderer and a villain. But the old lady looked so sweet and kind he didn't want to refuse.
After getting watermelons, bananas, and some snacks, he headed home. But his ears picked an interesting conversation.
"We are from U.A, so hand us your money before we beat you up!"
"Please… please don't. I don't have any money left."
"Shut up loser!"
'Typical bullies. I remembered being bullied when I was younger.'
Three of his bullies beat him up in an alleyway demanding money, much like the kids here are doing.
That was when an old man by the name of Garou also came by and beat his bullies up from him. That was when history started.
'I guess I really am like you old man.'
Rui entered the alleyway and called out the students. Each one of them turned their backs, and gasped for they were caught.
In an attempt to seem brave, the one in the middle told Rui to go away, in a menacing tone.
Rui removed his mask, revealing his face. To their horror, it was Japan's most wanted man.
The Hero Hunter.
They were second year students so they had their provisional quirk license already and were tempted to use their quirks on him. If they brought him down, they will bring glory to themselves.
Recklessly, they lunges forward to take him down but Rui was the most wanted man not for nothing. They three were swiftly taken care of.
Rui approached the young boy, wondering if he was hurt in any way. Seeing that the boy was alright, he asked the boy to go back home.
He picked up his mask and went home. It was almost time for Spongebob.
