Chapter 13: Chapter Twelve
Tobirama and his entourage took two days to meet up with the Raikage, although half of the time was spent surveying the meeting area.
Placing his finger on the ground. "The Raikage is here," he said to Sasuke as he got up and walked towards the second Raikage.
"Raikage."
"Hokage," they both said, acknowledging each other.
They both stood opposite each other, with their companion standing slightly behind them.
Without much fanfare the Raikage spoke first, addressing the formal alliance ceremony.
"I consider this non-aggression pact between our villages the first step to a lasting alliance between Konohagakure and Kumogakure," Ay said, unfurling a scroll.
"I've drafted the terms of the non-aggression pact, and I believe you've done so already," he added as Tobirama unfurled his own scroll.
Two hours soon passed,
They had finally agreed on the terms of their agreement and were in the process of writing down the final draft for both to sign. After finishing the document, the Raikage passed it on to Tobirama for him to give it his final perusal. But right as he was about to finish the document and then add his official signature, he paused with his face taking a very angry expression.
"What is the meaning of this, Raikage?" Tobirama screamed out, with Sasuke unsheathing his sword upon seeing the change in his Hokage.
The Raikage and the shinobi accompanying him took a battle stance at the abrupt change in Tobirama's demeanour.
"What are you trying to pull here, Hokage?" Ay demanded.
"That's what I'm asking you, Raikage."
Without delay, Tobirama and Sasuke turned to leave but it was already too late. About ten shinobi from Kumogakure appeared around them, with two shinobi having a gold and silver hair colour, two distinctive horns on their head, and whisker-like marks on their faces walking out of the surrounding Kumogakure shinobi.
"What is the meaning of this? Kinkaku, Ginkaku," the Raikage angrily asked.
"I don't like your tone Raikage," The silver-haired Kumo shinobi said. "We do not want an alliance with Konoha, so we judge you unfit to be the Raikage," he added.
"Ginkaku!!!" Ay roared.
"Oy...oy...Kinkaku, I'd take the Hokage," The one now known as Ginkaku said as he ran towards Tobirama.
The first strike ended with Tobirama sending Ginkaku flying back towards his brother, showing his superiority to the silver-haired shinobi.
"Hokage-sama, you need to leave immediately, I'd do my best to buy you time."
Red chakra bubbled around the gold and silver brothers as the main battle was about to begin.
"I'm sorry Hokage, but as it has come to this, you cannot leave here alive."

Five days later, a heavily injured Tobirama stumbled upon the gates of Konoha with a barely breathing Sasuke on his shoulders before he too collapsed right at the entrance. The accompanying Anbu operatives were nowhere to be found, they most likely gave up their lives to ensure the survival of their Hokage. The fate of the Second Raikage was unknown at this point, but it can be said the relationship with Kumogakure had soured.

'I wonder what's going on, I haven't received a messenger hawk from Tobirama in two weeks now,' mused Indra.
Indra had spent the past two weeks planning out the elimination of the Fuma clan elders, the waves caused by the disappearance of Hitoki, the Fuma clan Patriarch had more or less died down by now. The Fuma clan's search was met with two massive obstacles, no one saw Hitoki get kidnapped, and they weren't able to trace anyone suspicious leaving the town so they quickly dismissed that investigative route, at least that's what Indra managed to glean from the bits of conversation he overheard. The lack of investigative routes frustrated the Fuma clan to no end but they had no other option but to officially move on.
Having locked down the town for almost two weeks, the residents were already getting agitated and small protests were starting to break out by the end of the first week. Compounded with not finding any information whatsoever, and with the agitated residents, they had to open the town back up. This did not mean they gave up completely, they still searched for Hitoki but by now the realisation they won't be able to find him had clearly dawned on them.
Indra wasn't privy to the major fallouts the disappearance caused amongst the higher-ups of the clan and the nation at large. But from what he'd observed, the clan were suspecting another of the Land of Rice clans to have carried out the kidnapping and possible assassination of Fuma Hitoki.
Indra was about to check out of the inn, and then he'd leave the town the moment the gates were opened, which would be happening by the turn of the hour. He was officially going to leave the town today, he would then hang around the outskirts of the town away from the mass of people that would be leaving the village.
Indra waited for nightfall before donning his Anbu gear and sneaking back into the town. Standing atop the electric pole overlooking the Fuma clan compound, he retrieved his kitsune Anbu mask from his personal dimension using 'Daikokuten' and returned the mask to its original size with 'SukunaHikona'.
'Finally, I can wrap up my mission in this town,' he whispered as he disappeared from atop the electric pole.
With his chakra suppressed, he appeared in the room of an old man. Standing above the sleeping man, he stabbed his tanto into the heart of the old man.
"What?!" the man tried to say, but he quickly died without being able to make a sound, his blood dying the white bed sheet red.
"One down, twenty more to go," he whispered emotionlessly.
The mission Tobirama gave Indra was open to various interpretations, and Indra's interpretation was killing anyone above the age of forty. He considered reducing the age range limit to thirty, but he decided not to as that would completely cripple the clan. While he had no problem with that, the side of him that thought of his mother constantly disagreed with that line of action. The idea of making almost all the children in the clan orphans weighed heavily on his mind, preventing him from carrying out such a task.
'Shadow Clone Jutsu'
Ten shadow clones of Indra appeared around him in the room of the dead elder. Nodding at the clones, every one of the clones disappeared from the room, appearing at different areas in the compound with the intention of carrying out an assassination.
The main body of Indra headed towards the mansion of the elder that would become the next patriarch. Appearing inside the house with his 'Byakugan' activated, he searched for the man, locating him sitting inside the study located at the leftmost end of the mansion.
The man had no direct family living with him so Indra didn't have to worry about meeting anyone in the mansion. He slowly walked towards the study, upon getting to the door, he slowly opened the door and stepped inside the room.
"So you're the one killing of my clan members?" A gruff voice asked as Indra stepped into the room.
"Konoha Anbu," the man said with a slight widening of his eyes as he saw the appearance of Indra. "Did you kill Hitoki too?" he added.
Indra didn't reply and just walked towards the man. He walked past the man, finally stopping behind him, just shy of the only window located in the study.
"So you're a skilled sensor?" Indra asked emotionlessly, but the man didn't reply since Indra already knew the answer to the question.
"Are you going to kill my entire clan?" he asked, letting out a defeated sigh.
"No."
"Thank you," the man let out a sigh of relief as he slumped deeper into his seat. "Can I at least see the face of my executor?"
Indra didn't reply, he just summoned his tanto to his left hand and stabbed the man, with the blade of his tanto coming out of the man's throat.
Although the man was skilled, he knew he had no chance against Indra so he didn't bother putting up a fight. As a skilled sensor, he discovered the chakra of the members of his clan disappear without being able to locate the chakra of the attacker.
The moment Indra appeared inside the mansion of the man, He discovered the agitated chakra of the man with his Byakugan so he deduced the man had discovered something was wrong thus he didn't bother with his original assassination plan, instead he walked into the room clear for the man to see without suppressing his chakra.
After killing the man, he disappeared from the study leaving the carnage at the Fuma clan behind. He then reappeared on a major road about fifty kilometres outside the town already wearing civilian attire.
His next stop was the only remaining major city in the country, the capital of the Land of Rice. Something was wrong in Konoha, so he was going to speed run the rest of the mission, before focusing on finding his mother. Already confirming all the clans in the country supported the alliance with Kumogakure, he was just going to kill every one of the clan elders, and clan patriarchs, before assassinating the Daimyo and his Kuge.

[A/N:- I just didn't want to write Tobirama vs Kinkaku and Ginkaku, and the entire thing makes no sense. If Kinkaku and Ginkaku ambushed the Raikage and Hokage, surely they won't be able to return to Kumo, but when Tobirama died, he said they were surrounded and the pursuers were from Kumogakure and then he called them the Kinkaku unit, so it made no sense they'd still be in Kumo unless they Raikage sided with them and tried to kill Tobirama too. And even if he sided with Tobirama, then why didn't they sign the alliance on a later date? so it made no sense.]
