Chapter 2: Plan
"Tsubaki, how it's going with Ryota-kun?"
A young woman's voice could be heard inside the Kuoh Academy student council room. Sona Sitri, a bespectacled woman with a slim figure and a moderate size breasts, black hair styled in a short bob cut, and violet eyes.
She was the third most popular girl at the Academy, while Tsubaki was the fourth.
Sona and Tsubaki had a reputation for being cold and a scary atmosphere around them. Except for Tsubaki when she was around Ryota, where she would instantly become a shy girl.
Her alias at Kuoh Academy is Souna Shitori, but Ryota called her with her real name because Sona asked him for this.
Right now, there were only two people inside the room, Sona and Tsubaki.
"He's doing fine, Kaichou." said Tsubaki calmly.
"Is that so? Then what are we going to do now? We had waited long enough to reveal our identity to him, lately Rias has been bothering me with everything about Ryota-kun, if she wasn't after Hyoudou, I'm sure she and Akeno would have started to invite him to join her peerage..." said Sona while looking at Tsubaki.
Sona felt a headache whenever her friend asked about Ryota. Even though she understood her friend's goal to create a powerful peerage, but the constant question from her friend somehow made her feel annoyed.
"It's not that I don't want to... But what if he becomes afraid of me because I'm a devil right now?" replied Tsubaki nervously.
"Tsubaki, with his high magic power, the only possible conclusion, is that he is a magician or he has magic type sacred gear, the longer we wait, the more dangerous it will become for her as well."
Sona sighed. Whenever something about Ryota occurred, Tsubaki, usually calm and collected, became a helpless teenager who was in love and panicked about everything. It wasn't that she didn't know how she felt...
"Never mind that Kaichou, what are we going to do with the fallen angels' activities in this town?" said Tsubaki, trying to change the conversation.
Sona sighed again. She already noticed their sudden appearances, while the fallen didn't do anything yet, but it didn't mean they wouldn't do anything. Now she was in a dilemma, especially when the town safety were her and Rias peerage duties.
"Rias said her peerage will take care of this problem. What do you think Tsubaki?" ask Sona.
"Right now the fallen angels haven't done anything yet, I think we should send Tsubasa and Tomoe to help them, it's doesn't hurt to be more careful, I think she also needs our help with the lack of Rias peerage members." she replied.
Sona tapped her finger while holding her chin with her other hand. After a few seconds, she said.
"I guess, I will add Saji too. He still doesn't know much in the supernatural world so this will help him a lot."
Tsubaki agreed at this and nodded.
"Okay Kaichou, I will inform Rias about this."
She was about to go to the Occult Research Club building when she heard Sona calling out to her.
"Tsubaki, Are you and Ryouta-kun gonna date this weekend?" asked Sona with a hint of jealousy.
Hearing that, Tsubaki blushed a bit and replied.
"Y-yes Kaichou, is there something wrong?"
"...No, good luck on your date. You can leave now."
The moment Tsubaki left, Sona slumped her head on the table while muttering something about a certain blonde man.

Kuoh Academy was an elite place for students to study, with many classrooms, and also a lot of things, for example assembly hall, gymnasium, swimming pool, and various places for students to do their club activity.
Behind the gymnasium, there was an old two-story building with a clock tower on top of it, which a certain club used to this day, the Occult Research Club.
The walls of the building outside were overgrown with a lot of plant vines, creeping up to the second story.
Inside of the building, there were a lot of classrooms, which the Occult Research Club changed some of them, to become a dormitory.
In a particular classroom with a sign of 'Occult Research Club' on the door, there were three figures, did some meetings.
The club room interior were a wood-paneled room with sofas inside, chairs and desks along the walls. One side was set up to be able to be used as a bath, with many weird signs on the wall, and a large Gremory Family magic circle drawn in the center of the room.
"...That's about it. Tsubasa, Tomoe, and Saji will join your group to investigate this fallen angel matter..."
"Wait! I already told Sona about this! My peerage will handle this, why does she need to help me?"
A beautiful girl named Rias Gremory. She has long, beautiful crimson hair with a single ahoge on the top of her head and blue eyes.
Behind her standing her queen, Akeno Himejima. She had long black hair, that was usually tied into ponytail and violet eyes.
Both of them were the top two most popular in the Kuoh Academy, especially with their beautiful figure and that big breasts which had a size almost as big as their head.
Rias and Akeno were more popular amongst the male students, while Sona and Tsubaki were with female students.
"Sona and I think the sooner this matter is resolved, it will remove the danger from this town, don't you think? The sooner this matter goes away, you can start focusing your mind on Hyoudou again." replied Tsubaki.
"I think you should accept this Rias, what she said is true. We should focus on recruiting someone with high potential, for example, our Golden King of Kuoh, fufufu..." giggled Akeno while thinking about Ryota.
"No! You agreed you will leave him alone after we decided Hyoudou would join your peerage!" said Tsubaki while shouting at Akeno.
The atmosphere became awkward after she shouted, while Rias was also slightly shocked, she coughed to get their attention.
"Ehem... Tsubaki, I'm sure Akeno was just joking, you don't have to worry about your boyfriend." said Rias with a smile.
Tsubaki only responded with a nod. While Akeno still had a smile on her face.
"By the way, if Sona failed to recruit Kise, can we give it a try?" asked Rias.
"I need to ask Sona about this. Why do you think he would join your peerage if he refused her girlfriend's request anyway?" replied Tsubaki while raising her eyebrows.
"There's no harm in trying." said Rias while shrugging her shoulders.
"Or maybe he's also in love with one of us, ufufufu..." said Akeno.
Tsubaki chuckled after she heard what Akeno said.
"I know Ryota-kun enough that he won't fall in love easily because someone has a sexier body than me, nor can I count how many times he's turned down your invitation to join this club. He won't fall for your tricks." said Tsubaki while giving Akeno a satisfied smile.
Rias saw they were going to bickered again, so she raised her voice.
"Stop, stop! I agree about Sona's help now, but they need to listen to me, okay?" said Rias, trying to change the conversation.
"Don't worry about that. Tsubasa and Tomoe are disciplined enough about that. Our newest pawn Saji will also listen to you, or Sona will punish him."
"Okay, thank you then, Tsubaki. You can leave now." said Rias.
"Yes, good luck with Hyoudou, Rias." replied Tsubaki.
After Tsubaki left the building for a while, Akeno asked with a curious voice.
"Rias, what are we gonna do with Sona help?"
"Our plan to reincarnate Issei still continuing, Kiba, Koneko, and they will be looking for the fallen hideout, my familiar will follow Issei date, while we wait for the news. If he somehow dies, then we will reincarnate him, but if he is still alive, we can invite him next week anyway." said Rias calmly.
Akeno didn't feel the plan was terrible, so she could only nod her head.
"Akeno, are you really like Kise-kun?" asked Rias, looking at Akeno with curiosity.
"Maybe yes, maybe no, why are you asking? Are you also in love with him? Fufufu." replied Akeno with a giggle.
"What! I admit he is interesting, but it's not to the point of love!" said Rias with a blush on her face.
"Calm down, Rias. I was just joking." said Akeno with a teasing smile.
Rias could only glare at Akeno because this girl liked to tease her so much.
Meanwhile, the person they talked about was still looking for a certain limited action figure...
