The guilds were in charge of closing higher level gates than the GAA, as most higher ranked gatecrashers would choose to work for a guild. This was due to the glory and money that higher ranked gatecrashers could make in comparison to lower ranked gatecrashers that worked for the GAA. Along with this, guilds were privately owned, while the GAA was essentially a government agency, meaning that association members would be paid according to the taxes collected for the GAA.
