We see 12 years old kid passing through different corridor with several books on his hands, even tho he can't see what's in front of him due to the books, he perfectly guide himself without a single error in it's way. Even tho may not be obvious you could discern two shadows following behind his back without a sound, no breath, no heartbeat and no sound movements, nothing. After passing several corners and halls the kid finally reach a big double door with an 'M' letter. Before he could try to open the door, it open by itself letting him see the people in the room as well as the various documents stacked in front of his seat. With a final sigh looking at all those papers that promise a few hours in the 'M' room. After putting the books in front of him and sitting in the presiding seat he finally direct his attention to the rest of the people in the room, eight seats removing his in two rows of four, to the left two men and two women, to the right three women and one men, all eight with their own characteristics waiting for the young men commands to sit on their respective seats.

The command said not in a high nor in a domineering tone, carried a type of authority only seen in those of great power and responsibility, a true leader, a king.
Those around him sat immediately looking at him go through the various documents in the table, waiting for him to express his thoughts on the matters at hand.

Hearing this a beautiful tall and slender woman with long black hair that extends past her waist with locks of hair that frame her face down to her chin rise up from her seat.
"Currently and thank to the master over the years, the village has developed enough to contend with one major and two minor villages at the same time. We have a total of 12.500 shinobis divide in various corps removing the clans that has been forming over time. Currently there are a total of five clan that have gain notoriety in the ninja realm. The Sakki clan, know for the use of their unique kekkei genkai, the blood release, which enable them to manipulate their own blood and the surrounding blood, this clan has a total of 500 shinobis, 2 elite-jounin, 120 jounin, 80 special-jounin, 98 chunin and 200 genin.
The second clan is the Gōka clan, know for their use of fire released without hand seal, also in particular occasion some members awaken a especial type of fire know as hellfire with a distinctive blue color. They currently have 250 shinobis, almost all of them with the jonin rank, in detail 50 elite-jounin, 120 jounin, 50 special-jounin and 30 peak-chunin. Also only three person have awaken this type of blue fire, the patriarch, the former patriarch and the daughter of the current patriarch.
The third clan is the Kenkō clan, family of our head of the health department. Currently they lack offensive shinobis but the large number of medical experts and records compensates that lack of offensive capabilities. Lately there has been a rumor going through the world that after Tsunade Senju the best medics in the world belong to the Kenkō clan. The offensive capabilities of this clan are 10 special-jounin, 25 chunin and 35 genins.
The fourth is the Chōkyōshi clan, formerly a group of civilian shinobi that unit under a single family, similar to the Inuzuka clan of Konoha or the Kamizuru clan of Iwagakure, this clan specialize in the breeding of combat oriented pokemon. The most recognize pokemon under the Chōkyōshi banner are the Growlithe and the Poochyena line. Currently they have over 1000 shinobis, thank to that civilian origin, and about 15 Arcanine and 35 Mightyena, 200 Growlithe and 500 Poochyena. Combat wise only 250 shinobis and the 50 adult pokemon could enter combat immediately given that most of the force is use to act like a police force. But this combat force should not be underestimate, as many of you know a powerful flamethrower from an adult Arcanine is equal to a B-rank ninjutsu, and the shinobi force are almost all especial-jounin rank.
The final clan is the Meiyo clan, a clan form in the warring states era in the Land of Iron, founded by Kurosawa Meiyo is a clan that has collide with other samurais from the Land of Iron till a year ago when the former patriarch after loosing a duel as well as his life against Mifune and suffering ostracism by other clans and the court, the current leader urged to abandon his ancestral home and migrate in search of new horizons. Unfortunately only half of the clan decide to follow this new patriarch, a total of 350 people. Luckily they found our village during our initial stage and help to establish the village, now they enjoy the privileges of that helping hand. As former samurais their specialty revolves around kenjutsu and honor, this does not mean that they're not train in shinobi arts. Currently they have a total of 800 people, only a 100 ready for combat, they make up for this scarce number with quality, all of them are categorized under the special-jonin rank.

"Answering your first question, yes, the uniform is made as per your orders. The effectiveness is of 75% in mobility, agility and combat readiness, the only lack is it's protection capabilities but if the science department can found a solution our death rate may lower.
As for your second question, after the `conflicts` with Kumo and Konoha, both have taken the diplomatic via and request a non-aggression pact as well as a passage pass. Naturally and per your instruction we have denied the passage pass pact and reclaimed sovereignty under all the Land of Mountains as well as establishing outpost and routes for merchants."

"More than conflicts we should call them skirmish between three sides, both though that as a new establish village we should bend under them like other small countries, such as Tanigakure or Hoshigakure, so after the continued ignoring of our authority, we were forced to act and establish peace once again inside our frontiers. The skirmish lasted for a couple of months that result in the death of 27 genin, 8 chunin, and 4 jounin among our ranks, and 53 genin, 20 chunin and 8 jounin between both villages. Given the character of both the Third Hokage and the Third Raikage and a war in the horizon, they prefer to cease hostilities and pursue peace talks"

Also there was an accident during the peace talks, a group of masked individuals tried to assault the Kumo delegation inside our territory but the escort entourage form from members of the Gōka clan and Iguro and Yodo intervened, the combat last no more than 15 minutes and we capture 3 guys alive, in them we discover a strange mark in the tongue, after breaking the seal the only person that survive, sing like a canary, the person behind the attack was a Konohagakure elder name Danzo which, after his disagree with the Third Hokage decision took matters in his own hands, the plan consist on blaming the attack in us, unfortunately they didn't know that the entourage will be escort by our forces. Obviously after discovering this we cease peace talk with Konoha and we accuse them of his conspiracy, they denied this accusations, so to make Konoha change his attitude toward us we threaten them with handing over the prisoner to Kumogakure, for this to not happen they must compensate us with 2 million ryo and an S-rank jutsu or 5 A-rank jutsus. They denied so we hand over the culprit to Kumo after extracting all the information that he knew about Konoha and deleting all information about us. After all this incident Iwa and Kiri also send diplomats to sing various agreements.
As of now we have cordial relationship with Iwa, Kiri and Kumo, a neutral stance with the small villages and Suna and hostility with Konoha"

And like before both figures disappear once more into the shadows leaving no trace of their beings
