Chapter 69: The Forces on Earth

"Uh, before that could you explain what the Underworld is?" Damien interrupted. He was more than interested to know what could let Lyon panic like that.

Frank looked at him and turned to Lyon. "Lyon you tell him," he said. 

He got up and went to the fridge for another bottle.

Lyon nodded and focused his gaze on Damien. "Before I explain what the Underworld is, let me first give you an explanation of the forces that run Earth.

You must think only the Government runs things but there's more to it than that," Lyon begun. 

Damien sat up, fully focused to catch every information given by Lyon.

"There are six powers that hold all the power on Earth. 

The government and military are the most prominent. They direct the lives of almost everyone on earth and represent us humans in the DAUN Court.

They run the normal schools and the awakened schools and defend Earth.

Basically, they are the law keepers," Lyon explained.

Damien nodded.

Everyone on earth knew the government and what they did. It wasn't surprising because they were those who were always seen on television, made the rules, run earth and all.

"Even though they seem very powerful, they are actually not the most powerful power on the Earth. 

This is because the government is run on a rotational basis.

The various sector representatives are changed every five years while the president can have a term of five to ten years based on his popularity and other factors.

The current president, President Mathilde Garcia is currently in her second term which would end when we enter our first century as awakened.

The next power on earth and arguably one of the most powerful amongst the six, that is if they unite, are the families," Lyon said.

"The families?" Damien repeated.

"Yep. The families. Particularly those who have members at the Ascended and Planetary realm. There are many families on earth with a lot of powerful experts but currently the most active are three.

They are the Quentin family which is in our Western sector, the Blackrish family in the middle sector and the Huo family in the Eastern sector.

All of them have one Planetary realm expert and countless other experts below the Planetary realm.

The Quentin family's Planetary expert is Sky Lord Quentin and he's currently on the Moon base on vigil duty.

The Moon base is Earth's first line of defense and where alien forces attack first before Earth. To guard the base, the nine Planetary realm experts on Earth run shifts; three Planetary experts stay on the Moon base for every four months.

Currently, Sky Lord Quentin, Asura Lord Kamada, and Death Lord Raju are the Planetary realm experts on the Moon base," said Lyon.

At that moment, Frank walked in again, sipping a drink. "Sometimes I wonder how you get all your info," he said.

Lyon grinned. "I have my ways," he replied.

Damien was also impressed. Lyon knew a lot of things which weren't public knowledge nor available on DAUN.

Lyon turned to Damien and continued. "Where was I? Oh yeah, the families. Next up is the Blackrish family in the middle sector.

The Blackrish family's Planetary realm expert is Water Lord Blackrish. The Blackrish family has ties with the government and the Merc forces on Earth and they are arguably the most active family.

The Huo family in the eastern sector though mainly deals with business and trade in the form of technology. 

Their Planetary realm expert is Fire Lord Huo and is one of the few Planetary realm experts who can actually be seen moving around.

The rest either enter seclusion or go to the Moon base."

"Why are their titles given in that manner? We've Sky Lord, Water Lord, Fire Lord, but why?" Damien asked.

"Well, because they've reached the Planetary realm they have the title Lord and their power is what is attached to the Lord.

Sky Lord Quentin is called Sky Lord because his powers involve making things fall from the sky, like lightning, rain, etc. Basically, he can control the weather.

Water Lord Blackrish has water related powers and can control water related entities like the sea.

Fire Lord Huo has fire related powers and can manipulate flames.

Apart from them we have Death Lord Raju with necromancy powers, Poison lady Nefertiti with poison powers, Beast Lord Ruiz with summoning powers and all," Lyon explained.

Damien nodded. "Okay so that's how it works," he muttered.

"Mm. Enough with the families. Let's move on to the Mercenary Association. 

They are basically the Association which regulates, employs and protects all freelance awakened without the backing of any force.

Not everyone is comfortable with joining the families or government but rather prefer to have their freedom. 

The Mercenary Association is the place for them.

They give missions with rewards and also sell information. If a mercenary fucks up, they act as guarantors, lawyers or punishers.

The Merc Association doesn't care about politics but rather personal power and protection of interests. That's why the government and other forces tolerate their presence.

If not, they'd be disbanded in a jiffy," Lyon said.

"That sounds bad," Damien said.

"Yep. The government and families are control freaks. If you escape their control as an independent force and they deem you a threat, they'll stop at nothing to destroy you," Lyon replied.

'Much like the Dawn organization,' he said inwardly.

"It's not really that bad though as the Mercenary Association are closely allied with the Merchant Union.

The Merchant Union is the force comprised of business owners, rich people and industrial giants. Some families are part of the Merchant Union but it's basically rich people with a shitload of money.

Most of those in the Merchant Union don't have much in personal power as the government and families don't really allow others to build personal armies of Awakened so the Union relies on the Mercenaries.

They sponsor the Mercenary Association in exchange for protection."

"So it's a mutual cooperation?" Damien asked.

"Yep. The next force is the one you're so eager to know, the Underworld.

How to explain it?

Well, the Underworld is a criminal organization or should I say the primary criminal organization on Earth. They're into a lot of shady and dark stuff.

Trafficking, kidnapping, smuggling, assassination, you name it.

Just like how all the countries in the world combined previously to form the current government after the Voronoi invasion, so did the Underworld.

Formerly they were segregated. There was the Mob, the Mafia, the Yakuza, The Triad, The Cartel and other smaller gangs but after the Voronoi invasion, they decided to fuse together and form the Underworld.

They each control a part of their former business. Currently, the most active Underworld force in the Western sector is the Cartel or better known as the smugglers." Lyon explained.

"But why hasn't the government done anything to stop them yet if they are evil?" Damien asked.

"Well, some of those in government and the families have ties with the Underworld, they are their primary scapegoats on Earth and also the Underworld's presence extends past Earth.

They have alien allies too.

They can't really do much of anything to them apart from arresting the lower ranked members, rescuing a few people and confiscating stuff here and there," Lyon replied.

"But the laws- "

"The laws don't work Damien. Not on the powerful. A Planetary realm expert can kill whoever he wants and get away with it.

A family can blatantly build personal forces and get away with it.

The government can frame and arrest people and get away with it.

It all boils down to power, personal power," Lyon cut Damien short.

Damien lowered his head and sighed. 

His way of seeing earth was changing if not shattered even if he hadn't noticed it. Had it not been for today, he would still be in the dark.

"That's all for the forces isn't it?" Frank broke the awkward silence.

"It's left with the Dusk Organization," Lyon replied.

"C'mon Lyon. Everyone knows they're the worst," Frank sighed.

"Well, if aliens invaded again or we got into a war, I don't think they would sit back and watch Earth burn. They are humans too," Lyon argued.

"Still, no one likes them," Frank replied.

"Whatever," Lyon shrugged.

He didn't want to raise people's suspicions by defending the Dusk Organization too much. After all, he was meant to lay low.

He turned to Damien. "So that is that for the forces on Earth. Now you know. It would be best for you to avoid broadcasting it around," he said.

"I know how to keep my mouth shut," Damien replied.

"Fair enough," replied Lyon. He then turned to Frank.

"So what's with you and the Underworld?"
