It's obvious that mercenaries like ninjas being put as national leaders won't lead to anything good.

"Tch!"
Tsunade clicked her tongue unhappily at the news.
Hiruzen continued, "Tsunade, you said he could use the Lightning Style Chakra Mode, but I haven't found any intelligence on it yet. The only thing I can confirm is that Yoichi had a mission five months ago. The entire team was killed by Cloud shinobi, except for him."
"That should have been his only opportunity to come into contact with Cloud shinobi. However, afterwards, based on the information provided by Yoichi, the ANBU discovered an important movement of the Cloud shinobi. And where did you get your information from?"

Before Hiruzen could finish, Tsunade interrupted.
Ever since she saw Dan die last time, Tsunade found herself starting to fear blood. Now she couldn't even perform surgeries, so what's the point of taking on students? Even if she did, she couldn't take them on missions or teach them medical ninjutsu. What would be the point of her taking on students like this?
