The moment the voice dropped, a colossal torrent of water materialized in the sky, rushing down towards the ground.
This seawater was Luo Ning's manifestation, the very liquid that served as Crocodile's nemesis. The cascading deluge promised to be far more devastating than a mere static body of water.
The deluge wasn't just a threat to Crocodile; all Devil Fruit users within its path would be affected. The sheer volume of seawater was terrifying, as if a gaping hole had punctured the sky, spewing forth an unending torrent.
The sudden downpour left everyone stunned, unable to react before being engulfed by the seawater. Faced with such an onslaught, even the Devil Fruit users under Crocodile's command were forced to flee for the streets.
Robin, however, was a fellow Devil Fruit user, and Luo Ning secured her with a large hand formed from Reiatsu.
"I can't use my powers!" Crocodile cried out in despair. The seawater completely nullified his abilities, and now the current threatened to overpower him.
"Here's a little favor," Luo Ning declared. He scooped up several Devil Fruit users, including a struggling Crocodile, before forcing open their mouths and pouring a hefty dose of seawater down their throats.
Luo Ning burned with curiosity. He knew seawater rendered them powerless on contact, but what about ingesting it?
With ruthless efficiency, Luo Ning forced seawater down the throats of several incapacitated captives. Once the deluge below subsided, he tossed them aside.
These individuals, just like those previously soaked, exhibited a similar lack of strength and appeared unwell.
"Seems effective," Luo Ning muttered, observing Crocodile and the others' debilitation. He couldn't fathom why this wasn't common knowledge.
Think about it - lacing food with seawater or Seastone powder could easily incapacitate ability users. The Marines, with their vast resources, could easily exploit this tactic by targeting their enemies' food supply.
Clearly, the manga neglected to explore many effective methods for dealing with Devil Fruit users. After all, an overabundance of readily available weaknesses would render possessing abilities rather pointless.
But why stop there? Gas bombs were a viable option, so why not seawater bombs? Imagine finely atomizing seawater, allowing even small inhaled quantities to weaken, if not entirely negate, a Devil Fruit user's powers. The strategic advantage such a weapon would offer is undeniable.
"Hey, stop staring! You're pirates, so it's fair game, right? And Crocodile, hiding your crimes in this country won't work."
"With some hard work these next few years, you could get a lot stronger, even if you can't reach Whitebeard's level. Just imagine how much better you'd be"
Luo Ning shook his head. He wasn't going to kill Crocodile, he wanted to take Impel Down back. Killing him wouldn't be good. For these crazy guys, prison is worse than death.
Luo Ning sent Crocodile to the warship and locked him up. Robin freaked out when she saw the warship.
"Are you with the Marines?!"
Robin suspected Luo Ning might be there to arrest her.
"Marines? No, I'm not one of them. I just live in Impel Down."
"Don't worry about the Marines or the World Government. With my powers, you can't escape, and there's no need for me to deceive you. Aren't you interested in historical texts?"
"There's a piece of historical text hidden in this country. Let's go, I'll show it to you!"
Luo Ning's refusal startled Robin, but her fear quickly subsided.
Indeed, with Luo Ning's ability to effortlessly defeat Crocodile and his crew, capturing her would be a breeze. There was no reason for him to deceive her now.
Her attention shifted entirely to the historical text.
Even without knowing the exact location, Luo Ning could easily find it with his compass. He was also aware that it was hidden in Alabasta's royal tomb.
He could simply go straight there, but Luo Ning found the location uninteresting. He might visit it later if he had time.
Soon, the group arrived at the historical text's location. Luo Ning used his powers to conceal them all, ensuring their arrival went unnoticed.
"It truly is a historical text. This is..."
Robin almost began reading subconsciously, but upon seeing information about Pluton, she stopped abruptly.
"Pluton's location, right? Even if a completed Pluton exists, it's probably inoperable after all these years."
"Don't be defensive. What I said to Crocodile earlier holds some truth. I may not know about Uranus, but for the other two weapons, I know the location of Pluton's blueprints and Poseidon's whereabouts."
"You likely understand the significance of Poseidon after reading Sky Island's historical text. Shirahoshi, the current Poseidon mermaid princess, hasn't fully awakened yet. Her gentle nature makes her awakening practically useless."
Luo Ning shook his head regarding Shirahoshi, the Poseidon. Unless someone completely controls her, her power is nothing more than empty potential.
"You know these things? You can understand the historical texts too?" Robin was surprised. She hadn't expected Luo Ning to be genuine; she thought he was just mocking Crocodile.
"Not quite. I just know the meaning behind these historical texts isn't that significant." Luo Ning looked at the boulder and shook his head again.
"That's very important! The World Government has always strived to eliminate historical texts. This signifies that the texts pose a threat to them, enough to warrant a Buster Call on Ohara. Why do you still claim they're unimportant?" Robin questioned, puzzled by how something the World Government actively tries to erase could be insignificant.
"You believe the historical text threatens the World Government and hold great importance. However, once the World Government is overthrown, the historical text merely serves as an explanation of the past."
"It explains what happened during the Void Century. For most people, that holds little to no meaning." Luo Ning shook his head. If the Revolutionary Army successfully overthrows the World Government, these texts will only hold historical value, with the exception of the four coordinates, of course.
