As the war came to its end, Balkium and his forces having the victory, he had the chance to increase the number of Conjured Shadows he possessed so that he wouldn't have to rely on the likes of Balkium for help.

The Demon Dead Mutant was right. The young werewolf dropped in without planning effectively on how he would handle the situation. If Dezhong had had a large number of Conjured Shadows, he wouldn't need to worry about situations such as these before. Since he lacked said numbers, he was now presented with an opportunity to begin growing that number.
