Chapter 25: Prelude to Rebellion Pt. 1
Percy was in his office in Marineford. After dropping off Sakazuki and Borsalino at headquarters, he was informed that he had paperwork that needed to be signed. Apparently, he forgot that part of his duty was to write reports and do deskwork.
He was not happy, he'd rather be on the ocean, sailing with the breeze in his face. As Percy was fantasizing being on the seas once again, he was broken out of his dream by the sound of a den den mushi.
*peroperopero peroperopero peroperopero*
*sigh* he picked up the snail
*katcha* "This is vice admiral Percy."
"Hello vice admiral. It's me, Gulp Gulp Trimm"
"What can I do for you Mr. Trimm" Percy said as he leaned back on his chair,
[at least this beats the hell out of writing my signature again] he thought as Gulp continued as if Percy never spoke,
"I was wondering if you considered our proposal?"
"...I have. Having Xebec's footage sounds intriguing and I would really like to see it. Tell me, what kinds of things do I have to do though?"
"Well... the tape we have is the only one we could find so it can be considered a treasure of the Trimm family. We can't just give it away for free you know. We require, compensation for the footage, if you know what I mean."
Percy was quiet for a moment before responding,
"I understand, I guess it would take more than one favor for me to get that tape huh?"
"If it was a big favor, perhaps one. Unfortunately, we don't require anything so large at the moment. What we do need is your assistance on another matter."
"Ohhh? Is it official or do I have to take a vacation?"
"No, no it's official. However, usually a rear commodore from headquarters would be assigned the mission, a rear admiral at most. After all, it is rare for a vice admiral to visit one of the Blues."
"?! You want me to go to a Blue, which one?"
"South Blue, there is a kingdom there called the Zandia and they requested the navy headquarters' assistance. Apparently, someone on the island wants to be king and they ignited the commoners to turn on the royal family."
"So?" Percy asked as this seemed like a common theme in this world. A person didn't like a ruler, so they slayed their king and replaced him.
"The problem is, apparently the leader of the rebellion ate an ancient zoan devil fruit. He can turn into a spinosaurus, and the country's generals cannot handle it. The leader is name Bara and he apparently now controls 15% of the island."
Percy listened as Gulp was talking, it seemed to him that one of the stronger commodores could indeed handle someone from the Blues, even if they ate an ancient zoan devil fruit.
"As you might have guessed, commodores are usually deployed from Marineford in these situations, at most rear admirals. After all, vice admirals such as yourself is stuck in charge of watching over the Grand line."
Percy nodded and said into the transponder,
"go on"
Gulp continued, "however, we have information that needs to find its way into our hands. We know that the Pakattik family are also eyeing this information and we need to get our hands on it first. That is why we are asking for your assistance on this matter. I doubt the Pakattik family would call in so much favors that they'll have one of their vice admirals deployed instead."
"But you're willing to?" Percy asked curious about what this information could be.
"Our family head believes it's substantial enough for me to call you."
"Touche" Percy responded. "What do you want me to do?"
"All we need you to do is be there. The fact that you're a vice admiral should be enough for our agents to successfully get the information."
"Wait, wait, wait; I'm confused. You don't want me to do anything?"
"Technically, you can't do anything major on the island."
"It's just a small kingdom, not even in the Grand line, how much influence can they really have?"
"That's the problem, as of right now they're part of the world government, but not by much. They have been sending less and less tribute to the world nobles every year. Soon, they'll be kicked out of the world government and then we can act. For now though, we still have to abide by some rules."
"So, I'm just a deterrent. I don't have to do anything, what about the rebel leader, what's his name again?"
"Kuwail, and you'll probably be asked by the king to arrest the rebel leader. You can if you want."
Percy raised his eyebrow, "what do you mean?"
"What I mean is Kuwail's rebellion pails in comparison to the information that we must get from the king."
"Oh, and what is that?"
"Sorry, don't trust you that much yet. All you need to know is that we need to get it before the Pakattik family does."
"And what do I get out of all of this? The way I see it, the king gets his kingdom back, you get your information, and I get a long voyage to a stupid little kingdom to sit on my ass on a ship while you guys have all the fun? Something doesn't add up to me, no?"
Gulp was silent for a moment before asking
"What do you want?"
"You know exactly what I want, we did just talk about it."
"No. But, this will go a long way for us remembering on who is a friend, and who is an enemy."
"Threats are not useful against someone much more powerful than you, you know" Percy replied as he was sitting back on his chair.
"It's not a threat vice admiral, it's us trying to establish a relationship with you. When we feel comfortable enough, then we can discuss the Xebec footage."
"Fine, I'll play your little game. But I will get that footage, one way or another Gulp."
"I know you will, we do plan to show it to you soon, you know friends sharing and all that."
"I'll go to Kong's office and ask to be assigned now." Percy said as he started to hang up
" We'll try to recommend you from our side as well" Gulp replied as he hung up before Percy did.
[At least] Percy thought as he got up from his chair, [I don't need to do paperwork for the rest of the day].

Kong was also reading through paperwork when he heard a knock on the door
"come in" he said as he started to put down the papers, it's been a long day for the fleet admiral. He looked up and saw someone he didn't expect.
"Percy, what are you doing here?"
"For one, to get back Orange, where is she?"
"She's treating injured marines in the infirmary right now." Kong then started to put a pleading look on his face, "just a couple more days, Percy, Please? Do you know how much migraines a fleet admiral gets in a day? Too many, far too many."
"Hmmm... Percy said as he tried to leverage Orange for his advantage "I can let you borrow her, but I want to be assigned the Zandia case."
"Zandia?" Kong said as he shifted through his papers, "you mean the small rebellion? I was going to send rear admiral Sumoy to get it under control."
"Nah, I need a vacation, plus I could use the time in between travel for training. I can feel my observation haki reaching a bottleneck and I'm looking for an opportunity to breakthrough."
"Don't you have other duties in the New world?" Kong asked as he stared at Percy
[This is odd, Percy never makes personal requests. Is he stressed out over something? Or does he really need a vacation?]
"I'm usually on call actually, right now I can only handle up to the bigwig captain commanders. And one at a time, anything more and that would be pushing it for me."
"Emperors, the World Economy News Paper (WENP) nicknamed them the emperors, now everyone is referring to them as such. "
"Oh?" Percy said as this caught him by surprise, "and who are these emperors?"
"Well there's Whitebeard of course, Bigmom, Kaidou, Shiki, then there's Attun."
"Attun, who is that?"
"Oh you never heard of Attun Percy? He is the captain of the Trident pirates, named that because their captain uses a trident. Their captain Attun, ate the fish- fish fruit: model leviathan making him almost impossible to catch. He can transform into something similar to a sea king and can destroy ships like nothing. Good news for us is that apparently, he has a deep rivalry with Kaidou seeing as they both have similar devil fruits. Anyways, Attun is the fifth emperor right now, though there are plenty others waiting to take their place should any of the emperors fall."
"What about Roger then?" Percy asked as Kong never mentioned the future pirate king.
"Him, he's a conundrum. He has the power to be an emperor, but he isn't taking territory like the others, he doesn't have a large crew, nor does he stay in one place. Power wise he is an emperor, any other aspect though, I cannot say."
Percy nodded his head in understanding, of course Roger wasn't gaining territory, he was too busy having fun to do all that hard work.
"Anyways" Kong started, "are you sure you want to take this mission? It may mean missing out on a battle which could help you gain merits if you want to be admiral someday."
"I'm sure" Percy said as he inwardly sighed, he wanted to stay, but he needed Xebec's film. He felt like he hit a wall, not just in haki, but in his devil fruit ability as well.
[I need inspiration, maybe it's time to get a second ability] Percy thought as Kong was signing the paperwork.
"Here, are you sure now?"
"Yes sir I am" Percy said as he saluted Kong and left the fleet admiral's office.
[Time to see South Blue]
