"That's… I don't know." Assistant Instructor Wylla quickly figured out the reason. Is it simply a matter of coincidence? Of course not. The State, that is, the government forbids powerful (both in strength and influence) people to form associations. "But… there are no such provisions in the Joint Legislative Acts Book, at least to my knowledge, that states that an Instructor shouldn't have a B-level politician close to him."

Assistant Instructor Xovin simply laughed at her innocence and refused to elaborate further. 

Assistant Instructor Wylla wasn't dumb. She figured that the State likely feared an association of Instructors as Instructors are not directly linked with the government. District Experts and other such politicians are directly controlled by the government but not Instructors. An Instructor is free from the direct clutches of the government.
